Fearless: capped Fire res and movement before burning a Crisis set — Arbiter is a fire spike fight, not a clear farm.
Either works. Fearless: you need Ancient / Faded / Weathered Crisis Fragments from Citadels (or buy them) to open Arbiter at the Burning Monolith. Price-check the set vs your Citadel fragment EV — sell the set if market EV beats a risky open.
Citadel fragments is the supply loop — high-WDC Citadel bosses for Crisis pieces. Arbiter is the spend: assemble the set, enter the Burning Monolith, and clear the fight (or sell the set). Cap Fire res and mobility before burning a set.
